1. Community profile

[Association name] is a [number]-unit [single-family / condominium / townhome / high-rise / master-planned] community in [city, state], governed by a [number]-member volunteer board. Annual budget: provided to the selected finalist. Amenities: [pool, clubhouse, gates, etc.]. Board meets [monthly / quarterly].

2. Why we are issuing this RFP

[One honest paragraph. Examples: communication delays, surprise fees, financial reporting gaps, contract expiration. Bidders write better proposals when they know what failed.]

3. Scope of services requested

  • Financial management: assessments billing, AP, monthly statements, budget support, year-end and audit support
  • Meeting support: agendas, notices, minutes and action-item follow-up
  • Covenant compliance: inspections, notices and hearing support, applied even-handedly
  • Maintenance coordination: work orders, vendor bids and emergency response
  • Homeowner services: portal or app, payment options, response-time standards
  • Records and transition: document custody and a written 90-day transition plan

4. Required disclosures

Require every bidder to answer in writing: all fees charged to homeowners rather than the association (statement fees, payment fees, transfer and resale fees); any income the company earns from vendors, insurance placements or interest on association funds; staff turnover in the last 24 months; and their manager-to-community ratio.

5. Pricing format

Ask for the monthly base fee, a complete line-item list of everything not included, and a not-to-exceed number for the first year. Reject any bid that answers "custom pricing" without numbers.

6. Evaluation and timeline

Proposals due [date]. Finalist interviews [date range]. Selection by [date]. Include three references from communities of similar size, at least one that left them in the past two years if available.
